The Liberal Democrats will vote at their conference in Birmingham to adopt a policy on selling arms to Saudi Arabia.

Party leader Nick Clegg said it was a “problem” in “a changing world” and he did not want to keep voting against it.

The motion, to be adopted by the conference, reads: “The Liberal Democrats will vote against the sale of arms to Saudi Arabia until the Saudi government’s human rights record improves.”

A petition calling for a boycott of Saudi Arabia in protest at its treatment of the blogger Raif Badawi has been signed by almost 8,000 people.

The motion was moved by Liberal Democrat foreign affairs spokesman Douglas Alexander, who said Britain should be leading by example.

The party’s policy had been “to abstain” on arms sales to Saudi Arabia, but MPs had been angry they were not doing more.

Mr Clegg told BBC Radio 4’s Today programme: “I think this is a problem… within a changing world, with more and more trouble brewing, where Britain will need friends that will work with us.

“I think we have to be able to help our friends because we have been at the forefront of leading the way in the tough debate about the future of the human rights all over the world.

“As it is our job is to look at all this and try to effect change within the policy process in Westminster and beyond.”

‘Cause for optimism’

The motion was supported by the party’s leader in the European Parliament, Mike Moore, former Lib Dem leader Sir Menzies Campbell and former parliamentary candidate and health minister Norman Baker.

David Ward, the party’s foreign affairs spokesman, said: “It is something that we should be doing, and I’m glad that the party is at last beginning to say we will at least be voting against it.”

Donna Marie O’Toole, who represents Harrow West in the European Parliament for the Liberal Democrats, said it was a “cause for hope”.

“We really need to not take any kind of moral position in Europe and around the world,” she said.
