Additional noise when using shift registers on Arduino

I’m working on a project where I need to use a set of shift registers for data transfer over a distance. My board should be able to power the modules at the both sides of the distance. I used N-MOSFETs that I implemented on a breadboard and they work fine. However the circuit failed to power up the second set of shift registers.
I tried to investigate what’s wrong in my schematic and found out that the following configuration produces the maximum current of 200mA:
F1 – F4 -> N-MOSFETs
R1 – R3 -> Resitors
I2 – I4 -> Integrated circuits
A battery that can supply the 200mA current
The current that is output from the arduino current source is 20mA (it’s the maximum current according to the tutorial I’m using). I believe it is not the problem because the battery is capable of supplying the power.
According to my research, the gate of the MOSFETs is directly tied to the output of the arduino, so I expect that the MOSFETs are turned on, so why the current decreases to 150mA?
What could be the problem, and how can I prevent this?

I suspect it is the battery. If it is a “standard” type of 9V alkaline cell, then you shouldn’t expect more than 5V at its maximum input voltage of 2.8V. Then the current it can deliver is limited to 200 mA.
