I have installed or updated the below CrystalReport packages from Package Manager console for my existing VB.Net application with crystal reports(Using 4.8.Net Framework).
1. CrystalDecisions.CrystalReports.Engine
2. CrystalDecisions.Reportsource
3. CrystalDecisions.Shared
4. CrystalDecisions.Windows.Forms
5. CrystalDecisions.Web

Donwload here the crystaldecisionscrystalreportsengine
runtimes distribution from 2005… do a clean install.
download from here the redistributor for crystal reports.
these are the files you need to add to your setup project before building:
crystaldecisions.runtime.netframework.dll
crystaldecisions.runtime.neutral.dll
crystaldecisions.runtime.x86.dll
crystaldecisions.runtime.x64.dll

You need to have Visual Studio 2005 or 2008 installed to
do this.

I had this problem, but occurring for a windows application. In order to
solve it, I:

1. Selected my setup project, and clicked properties.
2. Clicked the prerequisites button
3. Checked the boxes Crystal Reports for.NET Framework 2.0,
Microsoft Data Access Components 2.8 (CRYSTAL NEEDS THIS TO INSTALL),
also.NET Framework 2.0 (optionally).
4. I then selected the Download prerequisites from the same location as
my application.
5. When the setup file builds, it then put the necessary prerequisite
files into directories with the install package.
6. Installed on the server and am now happy!

If upgrading to Acctivate 11.0 or newer doesn’t work or reinstalling the proper runtime isn’t an option, you can get Acctivate to use a newer version of the Crystal Reports runtime engine than it’s looking for by adding the code below to your Acctivate.exe.config file. This file is located in the Acctivate share and will require administrator permission to edit it. Do so with a text editor like Notepad and add the following between and at the end of the file:

I have published my application and now trying to install it on my client’s machine. The client is having an error when she tries to install the crystal reports engine on her system.
