I currently have no idea what the best method is to go about this task. The only things I am unsure about is what datastructure I should use to represent a single client and how to implement the threads:

For the scheduler. You’re not going to be able to hand over the necessary information to the threads runtime environment. There’s no real multithreading support in the boost thread library.
You should use something like the policies library.
Use regular thread local storage to pass the clients into threads.
Prefer boost::thread::join over creating new threads on every call.
